Add onion, green pepper and garlic; cook 5 minutes. Add tomatoes with juice, potatoes, seasonings and broth; bring to a boil. Reduce heat; simmer 30 minutes. Stir in undrained beans and macaroni; simmer an additional 10 minutes, or until macaroni is tender.
Split biscuits; spread one biscuit half with mayonnaise. Top with a tomato slice, bacon and top half of biscuit. Serves 4 to 8.
