Amongst its manifestations have been certain forms of socialism, anarchism, utopianism, Marxism and so on. Anarchists hold that there is no need for a state or the control that it exercises. They believe that humankind is mature enough to live in harmony without rulers and, consequently, with no state—it has no reference to the Hobbesian or journalistic conception of chaos that is often coupled with it. This is an idealistic position and one to which humankind might aspire but which it has certainly not attained, although at different times in history anarchistic experiments have been attempted, without a great deal of success.

The final form of conservatism which will be looked at here is totalitarianism, most dictatorships also have to assume this form in order to survive. The totalitarian state is the one described by Bentham’s Panopticon (see Bauman, 1988) or Huxley’s Brave New World, in which those who rule totally control those who are ruled. Bentham’s vision was of an institution in which the supervisors could see the inmates without ever being seen, and know them without ever being known. Likewise, the supervisors were viewed by the headkeeper whom they could never see nor know.

Pointed out that with a few exceptions, such as Freire, radical educators in the United States had either become contentfocused or strategy-based radicals rather than a combination of the two. By this he means that most educators either talked about radicalism but did not practise it or they used progressive, even radical, teaching techniques but they did not really espouse radicalism in the content of their teaching.
