It has had to help those who are the casualties of a deeply divisive and inegalitarian social order inextricably bound up with the processes of industrialisation within liberal capitalist societies, while simultaneously curtailing demands for resources within politically acceptable limits. Politicians have been afraid that without restraints upon their entitlements, individuals within disadvantaged social groupings would abuse available resources and refuse to lead a ‘moral, industrious life’ (Bauman, 1992).

Within this social context, the individual’s ‘allocative and authoritative resources’ are located. Some of these are contributed through the social position that the individual occupies. Thus, if the individual is a member of a dominant group, there are a number of social resources that accompany him or her to the negotiating table. For those in the Oppression, Social Divisions and Identity 41 dominant group, these include their sense of belonging to the society in question, being entitled to participate in its affairs and having the right to exercise choice in what they wish to do.
